Cheers to Where on Earth Is Carmen Sandiego? , the networks' only Saturday-morning children's show up for an Emmy this year [1994]. Just a few seasons ago, the weekend kiddie ghetto was almost exclusively a stomping ground for big-bucks tie-in characters- toy advertisements posing as children's programming. While there are still plenty of "buy me" shows, Carmen - a nifty whodunit/wheredunit that makes geography fun- represents a whole new approach to kids' programming: tapping educational groups, including rhe NEA, for input on the creative process. And DIC Entertainment, which produces Carmen will use the same guidelines in series ordered for next year: new episodes of the syndicated Hurricanes , on the brink of becomeing ESPN2's first animated show; Mom & Me: Old MacDonald's Farm , part of Lifetime's new kid slate; and Rimba's Island , headed for Carmen's home, Fox.
